As is the case of the broken clock that shows the right time, twice a day; it looks like at least one of my predictions is panning out.

Earlier this month I wrote that that Party leadership seems to be coalescing around Cappelletti. 

State Representative Mary Jo Daley’s endorsement of Amanda Cappelletti comes in anticipation of the Montgomery County Democratic Committee’s (MCDC)  Endorsement Convention on January 30 (Plymouth Whitemarsh High School 201 E Germantown Pike, Plymouth Meeting, PA 19462  6:30 – 7:30 Registration  7:30 Gavel).

MCDC bylaws require the vote 60% of “qualified electors” in order for a candidate to win endorsement.  However, the bylaws make no mention as to whether members of the MCDC Executive Committee would be considered to be “qualified electors.” 

There are several members of the Executive Committee who are not elected committee people. And, several of those non-elected committee people have called for the resignation of the incumbent, Daylin Leach. 

Chairman Joe Foster has not yet released the rules for the endorsement meeting, and it is not known if the rules will indicate whether only elected committee will be considered qualified electors, or if Executive Committee members will also be able to participate in the endorsement vote.

Other than requiring a 60% vote, the bylaws have nothing to say about the procedures at the endorsement meeting. That’s entirely up to the Rules Committee.

The Rules Committee Rules

The Rules Committee can have a lot of influence in determining whether or not there is going to be an endorsement. Theoretically they could set the process up in such a way so that if no candidate gets 60% on the first round, then there’s no endorsement – good night everybody.

More likely, the Rules Committee will try to force a one-on-one showdown between Cappelletti and Leach. That’s probably the only way that Cappelletti can win the endorsement, and the nomination.

 

That one-on-one could easily be effectuated by dropping the names of all but the top two vote- getters, and it’s highly unlikely that the top two vote-getters will be anybody other than Cappelletti and Leach.
